Default Yo sizing

I am trying to establish what size Yo I need.

Question: How can a 1990-1994 Small/Medium frame have a seat tube measurement of 15 1/2" from center of top tube to center of bottom bracket and have a stand over height of 28 1/2"? Looking at the geometry of this with such a short seat tube and the sloping angle of the top tube, I would expect the stand over height to be less.

Any thoughts?

Default yo sizing

Fat-Tony(bikes, simpsons or both ?),
BB height is 11 7/8' plus 1/2 of bb dia.plus(about 3/4') plus size-15.5 plus 1/2 of top tube dia-about 5/8' equals stand over, add it up, it's close
