Default your thoughts new stem and forks on my 94 Yo

Hello all. Just got a 94 Yo Eddy. Need a stem right away, the one on it is cracked. It is a 135mm 15 degree rise. Any thoughts on this? A bit too long for this frame? Too twitchy? I like the rise, so I am asking about the length.
It has Judy XL forks. Now about that fork. Hard to beleive these were cutting edge in 1994. I really dont know which way to go here. Do I try and find a better rebuild kit or find a better fork. Is there a known great fork for that time? I see a Marzocchi 03 MX comp on ebay. MTBR seems to review it well. why cant the steerer tube on a modern short travel fork be swapped out for a 1 inch one? (no such thing as a dumb question, right?)
